Willkie advised Dakar Mobilité as well as its shareholders Meridiam and FONSIS (Sovereign Fund of Senegal) in the negotiation of the concession agreement with the grantor (CETUD) which was signed in March 2022 and of other project documents, as well as the financing of the Dakar Bus Rapid Transit project in Senegal, the first 100% electric Bus Rapid Transit (BRT) bus system in Sub-Saharan Africa.
The €171 million capex of the BRT project is financed by equity, a €92 million loan provided by Proparco and Emerging Africa Infrastructure Fund (EAIF), acting through its management company Ninety One. Dakar Mobilité also received a €7 million grant from the European Union and a €9 million grant from PIDG TA.
The Dakar BRT project is one of the most innovative energy transition projects to date in Africa, and will advance the establishment of a low-carbon mobility system for Greater Dakar.
The Willkie team was led by partner Amir Jahanguiri, with associate Farrah Mombongo.
